Troy is a lifelong resident of Sullivan County, graduating from Liberty Central School in 2013. He joined Rourke Law as an intern in December 2017 while attending law school.
Troy attended Hartwick College where he studied political science and religious studies (BA, 2016). While at Hartwick he concentrated on state and local governments, where he spent two terms abroad studying European Union politics and Irish culture and society. After graduating from Hartwick, Troy attended Albany Law School (JD, 2018).
While in law school Troy interned in the office of the General Counsel for Council 82 (New York State Law Enforcement Officers Union AFSCME, AFL-CIO), clerked in the Albany County Surrogates Court for the Hon. Stacy L. Pettit, and was admitted as a limited supervised attorney in the Albany Law School Community Development Clinic. His studies focused on Trusts & Estates and Elder Law. During school breaks Troy interned at Rourke Law, gaining valuable experience before joining the staff as an associate attorney.
Troy focuses his practice primarily on Residential and Commercial Real Estate, Mortgages, Wills, Trusts, Estates and Estate Administration, Guardianships, Elder Law, Medicaid, Municipal, Corporate, and Business Matters. Troy has a diverse client portfolio that includes municipalities, banks/lenders, local businesses and homeowners’ associations.
Troy lives with his wife, Kassondra, and daughters, Caroline and Adelaide in the Village of Liberty. They enjoy spending time with their families and friends, traveling, and cooking together.
Troy was elected Town of Liberty Justice in 2021 and continues to serve his community in that capacity to this day.
Membership: New York State Bar Association, New York State Bar Association Elder Law and Special Needs Section, and the Sullivan County Bar Association, where he served as Corporate Secretary. He is also a member of ElderCounsel® and WealthCounsel®, an organization committed to Asset Preservation in connection with Elder Law counseling. Previously, he served on the Village of Liberty Planning Board.
