Mr. Rourke is the founder and managing partner of ROURKE LAW with its principal offices in Liberty, NY.   He is a graduate of Binghamton University (BS, 1986) and Pace University School of Law (JD, 1998) where he graduated with academic honors. Prior to entering private practice in Liberty, NY, he served as corporate counsel to a Fortune 500 insurance company and then worked for a respected global law firm specializing in insurance litigation. Prior to his legal career, Mr. Rourke had a successful career in both the public and private sector and managed multi-million dollar risk financing budgets.

At ROURKE LAW, Mr. Rourke and his team carry on a tradition of superior legal services that began here over 70 years ago by respected Sullivan County lawyers of their era.  He leads a growing and diverse general practice with particular emphasis in Commercial and Residential Real Estate transactions and litigation, Lending, Administration of Estates, Estate Planning, Wills, Trusts and Business Transactions.

In addition to his legal pursuits, Mr. Rourke enjoyed a fulfilling parallel career in public service.   In 2001, Mr. Rourke was appointed Village of Liberty Justice and then was elected to 4 successive terms as the Town of Liberty Justice.  In June of 2017, Mr. Rourke voluntarily left his judicial position to serve his community more broadly as Town Supervisor, a position he was elected to with a remarkable 82% of the vote.  At the conclusion of his term as Supervisor, he retired from government service to assume the CEO role of Callicoon Cooperative Insurance Company,  Jeffersonville, NY, where he also serves as a member of the board of directors.

Mr. Rourke has been a small business owner and an active member of several business and civic organizations in the greater Sullivan County community.  Over the years his civic affiliations included serving as board member of the Sullivan County Visitors Association, Begin Again Transitional Services (B.A.T.S.) a shelter for homeless veterans, the Sullivan County Bar Association, the Sullivan County Golf & Country Club and the Liberty Kiwanis Club.  He was the recipient of the Sullivan County Chamber of Commerce’s Distinguished Achievement Award (2017) and the Greenberg Award of Excellence from B.A.T.S. (2017).
